Charging stations as a business

E-mobility

Who it applies to
Investors, property owners and operators who want to sell charging to the public
Definition
Charging station: a service station with charging infrastructure on a property, where the service is charged for (A/108/2024, 3.17)
What we assess
Location, available capacity at the point of connection, and traffic
Energy sales
Requires a notice to the regulator, not a permit (A/108/2024, chapter 6)
Billing
Visible price in $/kWh or by time
Operation
Under a GTO Vigía contract

Before the charger, the question is whether the point can handle it and whether people pass by

Engineering for those who want to start a public charging business: site feasibility, sizing, billing model, permits, construction and operation. No made-up return figures.

Feasibility

Three conditions, and all three must be met

01

Location

A property where people stop for as long as a charge takes: highway, shopping center, service area. Agreement A/108/2024 (Acuerdo A/108/2024) requires at least mode 3 or mode 4 charging on highways.

02

Available capacity at the point of connection

It is verified with the Supplier or the Distributor before committing to the property. Without capacity, the business depends on grid works whose timeline and cost you do not control.

03

Traffic

Electric vehicles that pass by and need to charge there. Infrastructure does not create demand; it serves it. That number has to be backed by a market study, not by our engineering.

What we will not give you

A generic return on investment. It depends on the site's real traffic, the price you can charge, the cost of energy on your tariff and charger utilization. We give you the model with those variables so you set the assumptions and see what happens if they are not met.

Regulatory framework

Selling charging does not require a permit. It requires a notice

Agreement A/108/2024, issued by the former CRE (DOF September 10, 2024), regulates the connection of charging infrastructure to the National Electric System (Sistema Eléctrico Nacional) and defines a charging station as a service station with charging infrastructure on a property, where the service is charged for (section 3.17). Under its chapter 6, selling energy at charging stations does not require a permit: it requires a notice to the regulator within six months of receiving supply. After the 2025 reform the regulator is the CNE, and it is advisable to confirm the current procedure with it.

The same chapter requires the price to be visible to the user, in pesos per kWh or by time or charging period. The connection follows the Grid Code's (Código de Red) load-center regulatory manual (Manual Regulatorio de Centros de Carga): below 69 kV it is handled with the Supplier or the Distributor, and from 69 kV with CENACE.

The Regulations of the Electricity Sector Law (Reglamento de la Ley del Sector Eléctrico, DOF October 3, 2025) devote articles 196 to 200 to e-mobility, and its Ninth transitory article establishes that, until official standards for charging infrastructure exist, the applicable Mexican standards and international standards are followed. Article 625 of NOM-001-SEDE-2012 governs the electrical installation.

Revenue model

Price per kWh or by time: each one rewards something else

01

Price per kWh

The user pays for the energy received. It is easy to explain and compares directly with the cost of energy on your bill. It requires reliable metering per session.

02

Price by time or period

The user pays for the time connected. It discourages an already charged vehicle from occupying the space, but penalizes anyone whose vehicle charges slowly.

03

Your energy cost

The tariff CFE bills the site under, including the demand charge, is your cost. A fast charger that is rarely used can set a demand that you pay for all month.

What we do

From the property to an operating charging station

We handle the engineering, supply, installation and operation. The market study and the investment decision are yours; we build the model that supports it with you.

01

Feasibility

Available capacity at the point of connection, scope of grid works and site requirements.

02

Sizing

Number, type and power of chargers; battery or solar if the scenario justifies it; cost model with your traffic assumptions.

03

Permits

Connection request and energy-sales notice to the regulator, confirming the current procedure with the CNE.

04

Construction

Substation or service entrance, chargers, protection per article 625, civil works and commissioning.

05

Operation with GTO Vigía

Charger availability, maintenance, fault response and reporting of energy sold and demand.

Questions

What clients ask before investing

How much does a charging station make?
We will not give you a generic number. It depends on the site's traffic, charger utilization, the price you can charge and your energy cost. We give you the model with those variables so you can test your own assumptions.
Do I need a CNE permit to sell charging?
Under chapter 6 of Agreement A/108/2024, issued by the former CRE, selling energy at charging stations does not require a permit but a notice to the regulator, within six months of receiving supply. We recommend confirming the current procedure with the CNE.
Is solar or a battery worth adding?
Solar lowers the cost of energy during sunlight hours; a battery lets you offer fast charging without requesting as much capacity at the point of connection. They are justified by the expected usage curve, not by image.
Do you operate the station?
We operate and maintain the electrical infrastructure and the chargers under a GTO Vigía contract. Customer service, the payment platform and the relationship with users are part of your business.

When it is not for you

Without verified capacity or traffic, do not build

We tell you at the first meeting

If you have not verified the available capacity at the point of connection, do not buy chargers or sign for the property. Grid works that were not in the plan can change the entire business case.

If the site has no traffic of electric vehicles that need to charge there, the chargers will not create it. An underused charging station pays its demand charge just the same.

And if what you are after is a guaranteed return, this is not the project: revenue depends on utilization, and engineering does not control utilization.
