There is no NOM for chargers, yet
The question almost always arrives like this: which NOM does this charger comply with? The short answer is that today there is no specific NOM for charging infrastructure. What exists is a set of instruments, each covering a different part of the project.
The Regulations of the Electricity Sector Law (Reglamento de la Ley del Sector Eléctrico) themselves acknowledge this. Their Ninth transitory article directs SENER to include official standards for charging infrastructure in the standardization program and, until they exist, refers to the applicable Mexican standards and international standards.

The installation: NOM-001-SEDE-2012, article 625
What is mandatory from day one is the electrical installations standard. Its article 625 covers electric vehicle charging equipment and sets three rules worth checking on any project.
The first, in 625-21: the equipment is continuous duty, and overcurrent protection cannot be less than 125 % of its maximum load. A 32 A charger calls for protection of at least 40 A (illustrative: 32 × 1.25), and the conductor is sized accordingly. The second, in 625-22: personnel protection against electric shock. The third, in 625-23: if the equipment exceeds 60 A or 150 V to ground, it needs a disconnecting means that can be locked out.
A detail that causes confusion: article 625 excludes vehicles that do not travel on public roads, such as forklifts, cranes and front loaders. Charging the plant's forklifts is governed by the rest of the standard, not by this article.
Grid connection: Agreement A/108/2024
The e-mobility provisions issued by the former CRE (DOF September 10, 2024) regulate the connection of charging infrastructure to the National Electric System (Sistema Eléctrico Nacional). Chapter 4 splits cases by voltage and refers to the Load Center Connection Regulatory Manual (Manual Regulatorio de Conexión de Centros de Carga) of the Grid Code (Código de Red).
The Agreement also sets the vocabulary: smart charger (section 3.6, communication via OCPP or OCPI), charging station (electrolinera, 3.17), charging terminal (electroterminal, 3.19) and charging modes 1 to 4 (3.23). On highways it requires at least mode 3 or 4. And chapter 8 lists the reference standards for the equipment: IEC 61851-1, IEC 62196-2, IEC 62752, UL 2594, UL 2202, ISO 15118-2 and NMX-J-677-ANCE-2020.
Selling energy: a notice, not a permit
If you charge third parties for charging, chapter 6 of the Agreement applies: selling energy at charging stations does not require a permit; it requires a notice to the regulator within six months of starting to receive supply, and the price must be displayed in pesos per kWh or per time or period. We cover this in charging stations as a business.
The Regulations complete the picture. Article 196 defines the scope of EV charging, from the point of connection to the point of supply to the charging equipment; article 197 allows load centers to be registered as Controllable Demand; article 198 defines supply for e-mobility; articles 199 and 200 assign SENER the promotion and planning of the rollout.
What to ask of the project
A calculation report showing the 125 % protection and the conductor sizes, personnel protection and the lockable disconnecting means where applicable. Equipment with evidence of compliance with the chapter 8 standards. If charging will be managed, chargers with open communication. And, if energy is sold, the notice filed on time.
With that, the project complies with what exists today and is ready for whatever NOM comes next. It is the approach we follow in e-mobility.

If you charge only your own vehicles and do not charge third parties for the service, the charging-station category does not describe your case and the sales notice does not apply; confirm this with the CNE. NOM-001-SEDE-2012 always applies. First check the capacity of the switchboard that will feed the chargers: that is what decides whether the 125 % protection fits without construction work.
