This sector's problem
Pumps, refiners, rolls and extractors: the load is motors, many of them large and some oversized. The most common result is a low power factor and a demand set by the starts.
At the same time, the plant buys gas to produce drying steam, almost always continuously. Electricity and heat are bought separately, when a single machine could produce both.
That is the entry condition for cogeneration. It does not guarantee it will pay off, but it obliges you to evaluate it with your own plant's numbers.

What to do first
Motor and power factor measurement first. It is the cheapest step and the one that lowers the bill the following month.
Then the heat balance: how much steam, at what pressure and for how many hours a year. That decides whether cogeneration pays off in your plant, and at what size.
Infrastructure last: substation, switchgear and protection sized for what the operation truly needs.

When it is not for you
If your plant only converts or prints and does not use steam, cogeneration does not pay for itself. There the work is on motors and power factor.
If you were offered to replace all the motors at once, first ask for the load measurement of each one. Often it makes sense to replace some and adjust others.
